At the time when the German Animal Welfare Act came into force, there was almost no means for scientists, authorities or ethical committees to search for possible alternative approaches in scientific literature or to gain an overview to identify gaps and priorities for filling them. They may be general in coverage such as library catalogs that index a range of resources held in a library’s collection or they may be subject specific. We consider this a simple and intuitive unit in comparison to all other units, where complex, purpose-dependent schemata are needed.
